The project consists of a 28,800 sq. ft. building constructed at the corner of 19th and Wood Streets in Wheeling, WV. This building contains the relocated clinical operations of a healthcare provider that were previously located on the campus of a defunct medical center which ceased operations in October 2019. The closure required the borrower to relocate their services. Their goal was to continue clinical operations in an area proximate to their current location and in the community in which many of their clients reside.
The borrower provides needed mental health and substance abuse services to poor or indigent clients, with the vast majority of their clients qualifying for Medicaid or Charity Care. Their hope is that maintaining a presence in this community will enable their clients to overcome certain obstacles to treatment for their mental health and substance abuse issues. One of the bigger obstacles to obtaining needed services is access to transportation. This location will enable many of their clients to continue to walk or take public transportation to services.
