The investment utilizes the bipartisan New Markets Tax Credit Program, a Community Development Financial Institutions Fund (CDFI Fund), U.S. Department of the Treasury led program, that seeks to support economically distressed communities in attracting private capital investment. The investors include Stonehenge Capital, Finance New Mexico, and Wells Fargo. Roses Southwest Paper, Inc. was advised by Hickory Grove Capital.
