Tulare Youth Service Bureau opened in 1971 as a "drop-in center" for at risk youth. Golden State Family Services initially opened as a 501 Foster Family Agency in Redding, CA, in 1996. The agency expanded, opening its first office in the Central Valley in Visalia, CA, on April 1, 1997. NMTC financing helped them expand in Tulare, CA in 2007. The development and operation of 45,000 SF, 12 screen, minority-owned commercial movie theater which may serve as a community center. In February 2012, Mt. Poso’s power plant completed its conversion to biomass and successfully began delivering its full capacity of clean, renewable energy.
