Project Description

The project comprises the land acquisition and new construction of a 15,000 sq. ft. building in a highly distressed census tract in Revere, MA, by East Boston Neighborhood Health Center, an FQHC, for a PACE (Program of All-Inclusive Care for the Elderly) Center. The new facility will allow EBNHC to serve an additional 200 seniors annually in program space, allowing nursing-home certified elders to remain independent in their communities, to meet current PACE program demand and expand one of the health center’s higher margin programs. Higher PACE program net operating income will offset declining revenues driven by a reduction in patient visits driven by changes in the state’s Health Safety Net insurance program, which pays acute care hospitals and FQHCs for certain essential health care services provided to otherwise uninsured and underinsured Massachusetts residents. The project will also create 52 new permanent FTE jobs with living wages and benefits. MHIC participated in the financing of EBNHC’s flagship facility in East Boston in with CY 2011 authority in 2012, which is 11 miles south of the new PACE Center.
