Project Description

This transaction involved financing the construction and equipping of a center, located in Dallas, Texas, for non-residential clinical counseling, advocacy and legal services for women and children who are victims of domestic violence. DCLG represented Hampton Roads Ventures, L.L.C. (“HRV”), a Community Development Entity (“CDE”) based in Virginia, which utilized Seven Million Dollars ($7,000,000) of its CY2019 allocation for this transaction.

Two other CDEs provided allocation in the amounts of Ten Million Dollars ($10,000,000) and Two Million Dollars ($2,000,000) respectively for a total Qualified Equity Investment (“QEI”) of Nineteen Million Dollars ($19,000,000). The project will create forty (40) new, permanent fulltime jobs in addition to five hundred (500) construction jobs. The increased capacity offered by the new center will enable the Genesis Women’s Shelter to provide shelter and services to more than 7,400 clients on an annual basis, most of whom are from low-income communities.

The project will include a Center for Child Trauma and Healing to treat children who are the subjects of domestic abuse, a Legal Justice Center and Law Library to offer free legal advice to families, and a Domestic Violence Response Center that offers 24/7 counseling and intervention services to women and children throughout the Dallas area.
