Project Description

Safe Harbor is a non-profit organization in Greenville, S.C., that provides services for domestic violence victims and their children.

Safe Harbor is currently constructing a new domestic violence center. The center will include an updated, restorative shelter and co-locate all of Safe Harbor’s supportive services on one site. This holistic services center will offer survivors immediate safety, shelter, and long-term healing.

With the help of developer partner M Peters Group, Safe Harbor’s $19.2 million acquisition and renovation project was able to secure NMTC financing through TD Community Development Corp, South Carolina Community Loan Fund, and The Innovate Fund. Safe Harbor also utilized South Carolina Textile Revitalization Tax Credits for the adaptive rehabilitation of a former textile mill for the project, syndicated by Monarch Private Capital. Without this financing, Safe Harbor would have continued to operate scattered sites throughout the surrounding area, which is less effective than this consolidated approach.

Safe Harbor offers their services free of charge to victims of domestic violence and their dependent children. The construction project includes roughly 30,000 sq. ft. of emergency shelter space plus roughly 18,000 sq. ft. of office space housing services for survivors, including behavioral health counseling provided by licensed therapists for adults and children who are experiencing or have experienced domestic abuse, case management, a domestic violence 24-hour helpline, and assistance with filing for Orders of Protection. Safe Harbor will also provide transitional housing assistance with the neighboring Low Income Housing Tax Credit housing development and other housing options. Further services include enrollment in the Greenville Technical College Quick Jobs Program and efforts to raise awareness through education and outreach in the community.
