The NMTC program has been continuously improved by the CDFI Fund over its now over 20 year existence to more tightly target the outcomes originally intended for the program. We can’t always say the same of many government subsidies. Opportunity Zones being the most recent example of large subsidies not delivering on the promises of the politicians who passed it.
