It has proved to be a very successful tool unlike other incentives for investments in low income communities that has directly created new jobs and new necessary services in communities lacking the same, which in turn, has improved the lives and well being of our most needy citizens, and which has further economically stimulated such areas of need by providing new sources of income tax, property tax and retail sales, thereby creating a positive economic ripple effect that benefits the entire private and public sectors of our most needy communities. We need more of this now more than ever.
